Social Corporatism. Rethinking Relations between States, Markets and Intermediary Institutions

Debates in both academic research and public policy about the retreat of globalisation and the ‘free market’ linked to a reassertion of the state (e.g. Sharma, 2016; Braw, 2024; Streeck, 2024) raise fundamental questions about the nature of the economy, the polity and society. Some of the main ideas can be traced to 1944, a year which saw the formation of key Keynesian concepts for the post-war order, but also the publication of Hayek’s The Road to Serfdom and Karl Polanyi’s The Great Transformation. This paper argues that Hayekian model which became dominant in the 1980s and 1990s has produced a form of market corporatism that centralises power, concentrates wealth and commodifies the everyday economy. While the Keynesian model retains important elements such as an international architecture of institutions, it is insufficient to transform corporate capitalism into a more social, ethical market economy. That is why some ideas from Karl Polanyi’s work remain vital for conceptualising a new social corporatism in which there is a balance of states and markets and both are more embedded in intermediary institutions.
