Border Violence and Migrant Agency: Critical Reflections and Findings from the Field

Since 2014, the IOM Missing Migrants Project has documented the deaths and disappearances of 31,363 persons along migration routes in the Mediterranean Sea. In addition, over 1,347 migrants have lost their lives attempting to cross the English Channel in search of refuge in the UK, alongside many others navigating the various land routes across Europe. Humanitarian organizations have also documented multiple forms of abuse experienced by people on the move at borders (Border Violence Monitoring Network, 2022). Despite the high number of reported fatalities and systematic rights’ violations at the borders, migrant deaths and disappearances are mainly characterised as tragic incidents and the result of smugglers’ ruthless and criminal behaviour, especially in policy-making circles.
This seminar critically examines how academic literature has conceptualized the various forms of border violence, drawing on empirical evidence (Boochani, 2018; Heller, 2015; Schindel, 2022; Tazzioli and De Genova, 2020), as well as my own multi-sited fieldwork conducted in the enclaves of Ceuta and Melilla, and testimonies of migrants who have reached the European Union via the Western Balkan route. I will also explore the relationship between the structural violence embedded in the current migration regime and the everyday abuses and dangers migrants face during irregular crossings. Finally, the seminar will address the limited spaces for migrant agency, exploring the forms it takes and what these reveal about the socio-political contexts in which irregular migration unfolds.
