Learning Objectives
The course aims to provide students with an overall knowledge of the institutions and the main functions of public administrations in order to achieve not only theoretical but also operational and managerial professionalism in the labor market, private companies and institutional activities.
Program
The themes that characterize the program of the course concern: The Italian administrative law and its normative sources. The principles of international law and their relevance in internal administrative law. European law and its regulatory sources. The subjective legal situations relevant to administrative law: subjective law, legitimate interest, widespread interest, etc. The administrative function: constitutional and European principles. The functioning, organization and activities of Fr. to. The administrative procedure. The administrative act and its elements. The administrative provision: characters, types and classifications. Administrative silence. The pathologies of the administrative act. The self-defense of the public administration. The consensual exercise of administrative powers: the c.d. administrative agreements. The negotiation activity of the public administration. Public services. Public goods and public property. Civil, criminal and administrative liability of civil servants and civil servants and public institutions of belonging.

Learning Achievements (Dublin Descriptors)
A) Knowledge and understanding: the student must demonstrate that he has assimilated the fundamental principles of public law, and of administrative law in particular. It must demonstrate its ability to distinguish the different legal regimes in which the Administration operates, promptly placing its effects in the context, respectively, public or private.
B) Knowledge and abilities of understanding applied (Applying knowledge and understanding): the student must demonstrate that he / she possesses sufficient exponential mastery in relation to the different areas of the discipline.
C) Making judgments: the student must demonstrate the ability to synthesize the acquired knowledge, through the integration of relevant data.
D) Communication skills: the student must provide proof of being able to offer his / her conclusions on specific issues in a sufficiently clear and concise manner, also providing solutions to particular questions, drawn from practical administrative experience.
E) Learning skills: the student must demonstrate that he has acquired a learning ability, and selective processing of data, such as to allow him to continue his studies applying that ability to synthesis able to guarantee a sufficient level of autonomy.
Teaching Material
The teaching material prepared by the lecturer in addition to recommended textbooks (such as for instance slides, lecture notes, exercises, bibliography) and communications from the lecturer specific to the course can be found inside the Moodle platform › blended.uniurb.it
Supporting Activities
The teaching activity will be supplemented by in-depth seminars on specific topics, from written exercises and specific procedural simulations.
At the end of the lesson year a two-day National Convention will be held on current topics of administrative law (substantive and procedural); participation is strongly recommended for attending students and for those assigning theses.

Frontal lesson. During the course you will be able to indicate the most important journals to find doctrinal studies and jurisprudential material on important issues and issues. Furthermore, seminars will be organized on some topics identified by specific case law studies.

- Assessment
Oral exam.
The expected learning outcomes will be evaluated, as mentioned, through an oral exam based on at least three questions. The evaluation criteria and correlated scores are determined according to the following scale:
less than 18/30: insufficient level of competence. The candidate does not reach any of the learning outcomes foreseen at the point "knowledge and understanding skills";
18-20 / 30: level of sufficient competence. The candidate reaches, in particular, the learning outcomes foreseen at the point "knowledge and understanding skills";
21-23 / 30: level of competence fully sufficient. The candidate reaches, in particular, the learning outcomes foreseen at the points "knowledge and understanding skills" and "applied knowledge and understanding skills";
24-26 / 30: level of competence: good. The candidate reaches, in particular, the learning outcomes foreseen at the points "knowledge and understanding skills"; "Applied knowledge and understanding skills" and "independent judgment";
27-29 / 30: very good level of competence. The candidate reaches, in particular, the learning outcomes foreseen at the points "knowledge and understanding skills"; "Knowledge and understanding skills applied"; "Autonomy of judgment" and "communication skills";
30-30 cum laude: excellent level of competence. The candidate fully achieves the learning outcomes foreseen at the points "knowledge and understanding skills"; "Knowledge and understanding skills applied"; "Autonomy of judgment"; "Communication skills" and "ability to learn".
- Disability and Specific Learning Disorders (SLD)
Students who have registered their disability certification or SLD certification with the Inclusion and Right to Study Office can request to use conceptual maps (for keywords) during exams.
To this end, it is necessary to send the maps, two weeks before the exam date, to the course instructor, who will verify their compliance with the university guidelines and may request modifications.
