Learning Objectives

To provide the conceptual and methodological tools to know and analyse the overall network of services to the person through the analysis of the regulatory context in a national and regional comparative perspective. Special attention will be given to the analysis of the network of services and policies in the Marche region.

Program

The course is divided into the following didactic units 1. Success and crisis of the welfare state: the transformation of social intervention 2. The integrated system of social interventions and services and the role of the third sector 4. Services for the elderly 5. Services for children, adolescents and families 6. The network of services for people with disabilities 7. The network of services to combat poverty and exclusion 8. Social assistance policies in Italy: original gaps and new challenges

Learning Achievements (Dublin Descriptors)

Knowledge and ability to understand: by the end of the course the student will have acquired knowledge of the main elements of the personal services network, with particular attention to the relevant reference legislation but also to the organisation of the network itself. He/she must therefore be familiar with the regulatory contexts relating to the integrated system of social interventions and services, policies for the elderly, for children and families, for people with disabilities, for the fight against poverty and social exclusion and those with a high level of social and health integration (mental health, pathological addictions). 

applied knowledge and understanding: at the end of the course, the student must demonstrate the ability to read the policies and organisational methods of social service networks in the various policy areas analysed. 

Autonomy of judgement: the student will have developed sufficient analytical and critical capacity to assess the appropriateness and effectiveness of public policies with respect to their regulatory contexts in their historical evolution and with respect to the constraints that limit their effectiveness and implementation. 

communication skills: the student will learn to explain the contents that characterise the analysis of social service networks; he/she will have to be able to critically argue the reasons that influence their effectiveness and will have to master the technical language of the sector. 

ability to learn: On completion of the course, students will have acquired a good level of autonomy in the reading of study materials and materials available in the media and sector journals with reference to the themes of the course. Students will have acquired the ability, in the light of their knowledge, to critically evaluate phenomena and situations that characterise the role of the state and of the various actors in the networks of social services to the person.

Assessment

The expected learning outcomes will be assessed by means of a written test involving two open questions and the presentation and discussion of a paper on one of the course topics, agreed with the lecturer. The time available to answer the proposed questions is 2 hours. The assessment criteria are: the level of mastery of knowledge, the degree of articulation of the answer, the level of mastery in the knowledge and application of the various sociological topics. Each of the criteria is assessed on the basis of a four-level value/judgement scale. Particular weight is given to the first two criteria. The criterion relating to the application of the various sociological topics constitutes a further appreciable requirement. The grade for the written paper is expressed in thirtieths.

The written paper with open questions is intended to ascertain the mastery of the knowledge acquired, the reproducibility of knowledge within codifiable behavioural patterns, but also to ascertain the goals of competence understood as the ability to coordinate knowledge and skills in order to deal with complex situations. 

The papers will be assessed in the following areas: mastery of knowledge, ability to apply knowledge, elaboration of ideas, explanation, argumentation and will be graded between insufficient, sufficient, good, excellent. The assessment for each individual answer to the proposed questions will then be given a mark between 17 (insufficient) and 30 (very good). 

Disability and Specific Learning Disorders (SLD)

Students who have registered their disability certification or SLD certification with the Inclusion and Right to Study Office can request to use conceptual maps (for keywords) during exams.

To this end, it is necessary to send the maps, two weeks before the exam date, to the course instructor, who will verify their compliance with the university guidelines and may request modifications.
