Learning Objectives

All states of the contemporary world, nowadays, have legal -type unit, regional, federal, European Union, United States and Latin America sorts follow constitutionally this line. This course is to explain the various forms provided for by the Constitutions of the State and more specifically we will study the most important Cards in Europe, the US and Latin America.

Program

1. Unitary State, federal State and regional State.

2.Regionalism and its comparative historical evolution.

 3.The new italian regionalism after the reform (L. Cost. 3/2001).

 3.1 Reform of the reform: the so called devolution of 2005.

 4.- Statutary autonomy and regional statutes.

 5.Legislative autonomy.

 5.1- Regulatory autonomy and administrative functions.

6.- Administrative federalism (L. 59/1997, D. Lgs.112 /1998, L. Cost. 3/2001).

 7.- Organs and functions of the regions.

 8.- Relations between State, regions and local government.

 9.The regions and the European Union.

 10.- Adaptation to international law and foreign power of the regions.

 11.- Financial and accounting autonomy.

 12.- Controls assets over regions.

 13.- The regional State in some foreign experience: western Europe ( Great Britain, France, Germany, Spain), the United States, Latin America (Mexico, Costa Rica, Colombia, Venezuela, Perú, Bolivia, Brasile and Argentina).

The teaching material prepared by the lecturer in addition to recommended textbooks (such as for instance slides, lecture notes, exercises, bibliography) and communications from the lecturer specific to the course can be found inside the Moodle platform › blended.uniurb.it

Students who have registered their disability certification or SLD certification with the Inclusion and Right to Study Office can request to use conceptual maps (for keywords) during exams.

To this end, it is necessary to send the maps, two weeks before the exam date, to the course instructor, who will verify their compliance with the university guidelines and may request modifications.
