Learning Objectives
The course aims to provide students with the essential methodological and hermeneutical categories for a systematic study of the forms of State and Government, of the fundamental principles of the Republic, of the multilevel system of the sources of law and of the overall Italian institutional organization. A part of the course will be dedicated to deepening the constitutional value of the work, as a democratic-social foundation of our Republic, and to trace the evolution of social rights within the supranational integration
Program
1) The legal system; the constitutional law.
2) The elements of the State: people, territory and sovereignty.
3) Forms of State and forms of Government.
4) International legal system and its relations with the internal legal system.
5) The European legal system: history of European integration; the EU organization and institutions; the EU structural principles.
6) Sources of Italian and European Union law.
7) Fundamental rights in the Republican Constitution and in the EU Charter of Fundamental Rights.
8) Popular sovereignty, referendum and electoral systems.
9) Parliament: history, composition and functions.
10) The President of the Republic: election and attributions.
11) The Government: organization and functions.
12) Regional legal system
13) The organization of local authorities: Municipalities, Provinces and Metropolitan Cities.
14) Public administrations
15) Jurisdictional power
16) Judicial review in general. The Constitutional Court
17) The fundamental social rights in the process of supranational integration
Teaching Material
The teaching material prepared by the lecturer in addition to recommended textbooks (such as for instance slides, lecture notes, exercises, bibliography) and communications from the lecturer specific to the course can be found inside the Moodle platform › blended.uniurb.it
Supporting Activities
In order to facilitate learning, seminar initiatives related to current Italian and European political-constitutional events will be promoted.

The course will take place mainly through lectures, in which the active and critical participation of the students will be stimulated, especially with the discussion in the classroom

- Assessment
Oral exam. This assessment method allows the evaluation in the most complete way of the analytical and critical abilities required from the student as well as the student's communication skills, in consideration of the complexity of the topics of the course of which he must demonstrate knowledge.
- Disability and Specific Learning Disorders (SLD)
Students who have registered their disability certification or SLD certification with the Inclusion and Right to Study Office can request to use conceptual maps (for keywords) during exams.
To this end, it is necessary to send the maps, two weeks before the exam date, to the course instructor, who will verify their compliance with the university guidelines and may request modifications.
