Learning Objectives
Starting from an overall analysis of the legal phenomenon, there will be a systematic study of the Republican Constitution. Particular attention will be paid to the relationships between the italian constitutional legal system and the supranational legal system, the sources of the Italian and European law, the fundamental human rights and the constitutional justice.
Program
1) The legal system: the rule of law; the constitutional law; natural law and legal positivism.
2) The elements of the state: people, territory and sovereignty.
3) Forms of State and forms of government.
4) The international legal order and the relations with the national legal system.
5) The European legal order: history of European integration; the organization and the EU institutions; the structural principles of the EU; relations with the Italian legal system.
6) The sources of Italian and european law.
7) The fundamental rights in the Republican Constitution and the Charter of of Fundamental Rights.
8) The sovereignty of the people, the referendum and electoral systems.
9) Parliament: history, composition and functions.
10) The President: election and attributions.
11) The Government: organization and functions.
12) The statutory, legislative, administrative and financial autonomy of the regions.
13) The organization of local authorities: municipalities, provinces and metropolitan cities.
14) Public administrations.
15) The judicial power.
16) Constitutional justice.

Learning Achievements (Dublin Descriptors)
1) Knowledge and understanding: The student should gain a thorough understanding of the institutions of italian public law.
2) Applying knowledge and understanding: The student should achieve a thorough understanding of the constitutional organs and of their institucional relations.
3) Making judgements: The student should gain an understanding of the relationship between italian legal system and transnational ones
4) Communication skills: The student should be able to speak in a debate in the classroom, supporting his arguments .
5) Learning skills: The student should be able to independently interpret the sources of law and the constitutional case law.

Frontal lessons
- Attendance
Frequency to at least three quarters of the lessons. Study of texts. Reading of the Republican Constitution and the Charter of Fundamental Rights of the European Union.

Oral test, because it's more adequate to verify the knowledge of the subject.

Students who have registered their disability certification or SLD certification with the Inclusion and Right to Study Office can request to use conceptual maps (for keywords) during exams.
To this end, it is necessary to send the maps, two weeks before the exam date, to the course instructor, who will verify their compliance with the university guidelines and may request modifications.
