Learning Objectives

The course aims to offer the methodological tools to understand the systematic profiles of the constitutional law of European integration and of the relationships between European legal system and internal ordering. Through a path guided by the teacher on the main normative texts of the supranational integration process (Treaties, directives, regulations, "soft law"), students will be able to understand the different stages of the European project from its origins to the most current developments. 

Program

1) The origins of the supranational integration process. The foundations of legitimacy of the European legal system. 2) European integration and its enlargement and deepening paths. 3) The form of government of the European Union and its evolution. 4) The EU institutions: composition, functions and mutual interactions. 5) The Single Market and the fundamental economic freedoms of circulation. 6) The effects of European integration on the Italian constitutional order. 7) The monetary, fiscal and budgetary policy between the Union and the Member States. 8) The economic crisis and the reorganization of European governance.

Learning Achievements (Dublin Descriptors)

Knowledge and understanding. The student must demonstrate adequate knowledge of the course topics indicated in the program; must demonstrate the ability to understand the subject, both with regard to the EU regulations and the European institutions.

Applying knowledge and understanding: The student must achieve a good knowledge of the Institutions and policies of the Union with particular regard to the functioning of the single market and economic governance. The student will be able to apply the rules of the European system and will include the sources of law and community and conventional jurisprudence, with references to concrete and specific contexts, identifying, interpreting and applying the rules which, from time to time, contribute to characterize the case of species.

Making judgment. The student will have to acquire the understanding of the consequences of the European policies on the internal systems. The student will have to demonstrate that he is able to interpret the rules of the EU legal order also in his relations with the national one. The student will have to integrate the acquired knowledge with the references to the practices and the c.d. soft law. (making judgments)

Communication skills. The student must be able to intervene in a debate within the class, supporting his / her arguments, also with reference to jurisprudential cases debated during the lessons. 

Ability to learn. The student must be able to autonomously interpret the sources of law and community and conventional jurisprudence, also by constantly updating the acquired skills.

The course will take place mainly through lectures, in which the active and critical participation of the students will be stimulated, especially with the discussion in the classroom, following the illustration of the individual institutions.
