Learning Objectives
The course (divided into two inseparable modules) aims to provide students with the methodological tools and the fundamental categories to understand the relationships between institutions, law and economics at national, European and global level. Starting from a theoretical reconstruction of the different models of "economic constitution", the course aims to analyze their evolution within the various forms of state: from the absolute state, to the liberal state up to today's democratic-social state. In particular, the first module of the course will deepen the Italian economic constitution, also in its historical evolution, evaluating its changes due to the European integration process, focused on the construction of the single market with the related economic freedoms of circulation and the freedom of competition.

1. The genesis of public economic law: the object and the method of economic law
2. The economic constitution and the rule of law
3) The liberal economic constitution
4) Economic constitution: monist and dualist forms of government
5) The democratic-liberal economic constitution
6) The democratic-social economic constitution.
7) Economic rights and social rights in the Italian Constitution
8) Social rights and labor protection
9) The freedom of economic initiative and the right of property in the Italian Constitution
10) Fiscal policy, public spending and savings protection in the Italian Constitution
11) Italian economic constitution and single European market.
Learning Achievements (Dublin Descriptors)
Knowledge and understanding. The student must demonstrate adequate knowledge of the course topics indicated in the program; he should demonstrate that he is familiar with the methodology and the main categories of public economic law, both at the level of legal norms and at the level of practice and jurisprudence.
Applied knowledge and understanding. The student must demonstrate that he has the ability to interpret and apply its knowledge in the search for solutions to issues related to public economic law. The student should interpret and apply the sources of Italian and European law, understand constitutional and community jurisprudence in the field of economic law.
Making judgments. The student must demonstrate the ability to interpret the rules of the constitutional system relating to economic law, integrating the knowledge acquired and evaluating the repercussions of the European integration process from its origins linked to the single market to the introduction of the single currency.
Communication skills. The student must demonstrate that he is able to clearly communicate his knowledge also in the context of the debate on jurisprudential cases that could arise during the lectures or in the thematic in-depth seminars. The student must demonstrate to be able to present the acquired notions with argumentative coherence, logical-systematic rigor and language properties.
Learning skiils. The student must demonstrate that he has developed the ability to understand the complexity of the phenomenon of public economic law, also in view of an autonomous continuation of the study with particular reference to the areas of public law. This also by continuously updating its skills and using the knowledge acquired during the course.

The evaluation criteria and the scale of marks are as follows:
less than 18: competence level insufficient. The student doesn’t reach the learning results described in “knowledge and understanding”;
18-20: competence level sufficient. The student attains the learning results described in “knowledge and understanding”;
21-23: competence level satisfactory. The student attains the learning results described in “knowledge and understanding” and in “applied knowledge and understanding”;
24-26: competence level good. The student attains the learning results described in “knowledge and understanding”, “applied knowledge and understanding” and “making judgments”;
27-29: competence level very good. The student attains the learning results described in “knowledge and understanding”, “applied knowledge and understanding”, “making judgments” and “communication skills”;
30-30 with honours: competence level excellent. The student fully attains the learning results described in “knowledge and understanding”, “applied knowledge and understanding”, “making judgments” and “learning skills”.
- Disability and Specific Learning Disorders (SLD)
Students who have registered their disability certification or SLD certification with the Inclusion and Right to Study Office can request to use conceptual maps (for keywords) during exams.
To this end, it is necessary to send the maps, two weeks before the exam date, to the course instructor, who will verify their compliance with the university guidelines and may request modifications.
