Learning Objectives
The course aims, following the social, economic, administrative transformations and those given by the approval of the reform law No.328 of 2000, to analyze and deepen the transformations occurred in the local system-welfare (with particular attention to the effects caused by the social/economic crisis on citizens, municipalities, private social, social and social/health policies) and to analyze methods and techniques, tools, contents and objectives of reorganization and integration processes (between “public” and “private social”, between “social” and “health”). In particular, with this course we want to reflect on possible programs and interventions to improve the conditions of local communities: projects that concern the networking of public and private social services, businesses and the entire socio-economic context at the local level, the reduction of youth discomfort, the development of integrated guidance systems, the job placement of disadvantaged people, health education, the reduction of school dropouts, the reduction of the level of violence, old and new addictions, the improvement of housing conditions, the reception of migrants the empowerment of communities and groups, all services that often involve actions and impacts also at the community level. Co-design in light of the Third Sector Reform as a new approach to local welfare.
Program
1. Welfare from local to global: definitions and sharing a concise glossary of key words; those welfare in the current socioeconomic context. 2. Law 328/2000 and the role of Ambiti Territoriali Sociali “Framework law for the realization of the integrated system of interventions and social services”: comments on the law, the start of the reform and the amendments to Title V of the Constitution, the situation today. 3. Regional “social” laws and institutional arrangement: presentation of practices from the territory (Welfare in Marche). 4. Organization of social policies of local authorities; functions of the regions. 5. Case study of possible targets of social services: reception of political asylum seekers, old and new addictions,etc. 6. Social Planning between planning and community development: consulting, concerting, designing and managing in a participatory form. 7. Processes for social and health integration, public/private and local government integration with other public agencies. 8. The process of building the local social network; methods and techniques for networking. Methods and tools for social planning, spatial planning and social evaluation of services, social workers, facilities, projects, social plans 9.
Learning Achievements (Dublin Descriptors)
Knowledge of the development of local welfare policies applied to concrete cases and targets of a changing framework. Knowledge of the articulations included in the local welfare policy system, different organizations (public and private) and integration processes. Skills on planning, programming, social design from the perspective of community development applied to the social work profession. Skills for defining the vision of personal services: from need/service to a new approach to services as tools for the protection and realization of users' rights, through the enhancement of social impact and the relationships they produce in the territory. Ability to organize and manage technical study and work tables/groups on areas of social intervention, integrated; management of methods and techniques for listening, consultation, co-design and participatory management; ways of organizing and managing local social networks.

Lectures, group work, meeting/comparison of experiences with professionals/social workers working in the area. Case studies and simulated design in situation. In-depth seminars.

Sheets and up-to-date documentation on local experimentation in spatial planning and programming will be made available during the course by the lecturer.
- Assessment
The evaluation criteria are as follows:
- relevance and effectiveness of the answers in relation to the program content;
- the level of articulation of the answer; appropriateness of the disciplinary language used.
Each of the criteria is evaluated based on a four-level value/judgement scale with equal weight assigned to each criterion.
The final assessment is expressed in thirtieths.
- Disability and Specific Learning Disorders (SLD)
Students who have registered their disability certification or SLD certification with the Inclusion and Right to Study Office can request to use conceptual maps (for keywords) during exams.
To this end, it is necessary to send the maps, two weeks before the exam date, to the course instructor, who will verify their compliance with the university guidelines and may request modifications.
