Learning Objectives
Themes
The master aims to prepare legal and technical operators able to promote the development of environmental law, encouraging the circulation of knowledge of institutional and regulatory aspects in the management of environmental issues. Knowledge is essential to legislating, deciding and operating in the environmental field, as in any other sector where the scientific and technological components are relevant. In particular, in the context of environmental legislation: a) "progressive adaptation clauses" of the legal rules are often envisaged in the light of new scientific and technological knowledges (this implies the continuous acquisition of multidisciplinary skills and teamwork); b) the principles of prevention and precaution must guide the choices and require to take into account any development of science (this involves constant professional updating); c) new information may require the adoption of additional or substitute measures that the operator must be able to propose and evaluate; d) technical legislation is almost always essential for the application of specific environmental legislation and does not constitute a demonstration appendix (this requires a constant dialogue between public administrations, technical advisors and experts); e) the legal environmental rule implies specific "direct knowledge" (therefore a specific training of the jurist, of the technical operator and of the public administrator) and "indirect knowledge" through the intervention of technical committees and organisms (consultants, experts, advisors). Taking into account the foregoing, the master aims to provide the participants with essential skills for the correct management of the environment and the territory, with particular attention to the system of integral protection and the management of protected areas.

Objectives
The master is mainly targeted at graduated students with a four-year degree or master's degree, employees of public administrations, self-employed professionals registered with professional associations and companies operating in the enviroment sector. The master aims to train professionals, increasingly required by public administrations and by companies, that can contribute to a better management of "integral protection areas" (aree a tutela integrale) or to sublimate the sustainability of development, seizing all the opportunities that environmental protection offers in terms of incentives, improvement of the production process and of products (EMAS and eco-labels) and of competitiveness in the global market. The master, structured in a multidisciplinary perspective, recommended the insertion of courses such as: environmental economics, environmental philosophy and environmental psychology, but is mainly characterized by the deepening of the issues related to urban planning, construction and building, public contracts and procurements and general management of territory, in a European, national and regional framework. In these last aspects the courses held by magistrates of the Italian criminal and administrative tribunals enable to establish useful realtionships between magistrates and professional operators.
