Learning Objectives
Themes
The specialization course intends to provide exhaustive knowledge of the main regulatory innovations in the public contracts sector, introduced with Legislative Decree no. 31 March 2023. 36 (so-called new Public Contracts Code). During the lessons, numerous topics of interest will be addressed, among which, for example, the general principles of the subject, the public selection criteria for contractors and offers, the types of public contracts and the digitalisation of tender procedures will be highlighted. . The methodological approach used is aimed at offering members a general theoretical framework of the institutes and knowledge of the main application issues that have emerged in jurisprudential practice. The multidisciplinarity of the topics covered makes the Course open to jurists and non-legal operators (accountants, engineers and architects, etc.).

Activities of PhD Students
1) The reforms regarding public contracts (the principles of the new Public Contracts Code; the public selection of the contractor: structural and functional characteristics of the tender procedures and the alternatives to the public tender; the public selection of offers: award criteria and activities of the sole project manager; the digitalisation of public contracts; the types of public contracts;
2) Legal laboratory on public contracts: concrete cases and jurisprudential issues;
3) Final test.

Course structure and research training
Write an essay (max 10 pages) in-depth on a topic covered during the course, to be evaluated in terms of suitability or non-suitability.

Online lessons on the new Public Contracts Code, held by university professors, magistrates, lawyers and public administration officials, experts in the public contracts sector.
Lessons will take place online on Friday afternoons from 27 September 2024 to 22 November 2024, according to the following timetable:
- from 4.30pm to 6.30pm, 27 September, 11 October, 18 October, 25 October, 8 November, 15 November (lessons);
- from 3.00 pm to 7.00 pm, on November 22nd (educational workshop).
Bibliographic and jurisprudential insights recommended and provided by the teachers themselves.
Possibility to speak directly with teachers on the most problematic issues posed by the new Public Contracts Code.
There will be a final test, consisting of the writing of an essay (max. 10 pages) in-depth analysis of a topic covered in class.
The course awards 4 credits.

Possession of a three-year degree (the qualification must be acquired by the deadline for completing registration).
