Learning Objectives

The aim of the course, after a brief introduction to the principles of health and safety at work and the system of responsibilities, is to study and analyze the national and international Voluntary Standards, and in particular the UNI-INAIL Guidelines: 2001 and the ISO 45001:2018 standard which replaced the previous BS OHSAS 18001: 2007 standard, which can be used to implement suitable organizational models in the company, pursuant to article 30, paragraph 5, of Legislative Decree no. 81 of 2001, also in order to keep companies exempt from administrative liability, provided for by Legislative Decree no. 231 of 2001.

The course is, in particular, aimed at correlating legal obligations with the most suitable methodologies of systemic organization of corporate health and safety practices at work, to implement and maintain active a suitable Organizational and Management Safety Model.

Program

The course, in consideration of the fact that the mandatory regulations require the employer to correctly organize the production activity, will deal with the problems of health and safety at work especially from a management point of view. The mandatory rules will therefore be correlated with the contents of the voluntary rules aimed at preparing correct organizational models, aimed at guaranteeing health and safety at work.

The course will be divided according to the following time phases:

1. The sources, principles, philosophy and main institutions of the current workplace health and safety legislation and analysis of legislative decree no. 81/2008: h. 8.00;

2. Corporate organization models and administrative responsibility of companies, with introduction to international standards relating to product quality and process quality: h. 8.00;

3.  In-depth analysis of the entire ISO 45001 2018 Standard, from the scope to the management review: h. 3.00pm;

4. In-depth analysis of the UNI EN ISO 19011: 2012 Standard aimed at planning and managing audits to verify Management Systems and the professionalism of auditors: h. 5;

Learning Achievements (Dublin Descriptors)

At the end of the course the student will be able to design and verify the effective implementation of the organizational models implemented on the basis of the art. 30 of Legislative Decree no. 81/2008 as well as the management systems and in particular must demonstrate:

a) Knowledge and understanding: the student must demonstrate that they have grasped the fundamentals of the subject, also through the support of the teaching material used during the lessons and that recommended as complementary reading;

b) Applied knowledge and understanding: the student must demonstrate that they are capable of devising and supporting arguments relating to the implementation of these business management systems both with regard to their implementation and their effective implementation;

c) Making judgments: the student must demonstrate the ability to integrate the knowledge acquired and know how to interpret it through autonomous judgments on the topics covered;

d) Communication skills: the student must be able to communicate his knowledge through a communication skill capable of demonstrating not only the acquisition of the knowledge received, but also the obtaining of a degree of skill necessary to allow him to transfer what has been learned to others;

e) Ability to learn (learning skills): the student must demonstrate that they are able to continue, even independently, to study and delve deeper into the entire subject.

The teaching material prepared by the lecturer in addition to recommended textbooks (such as for instance slides, lecture notes, exercises, bibliography) and communications from the lecturer specific to the course can be found inside the Moodle platform › blended.uniurb.it

Supporting Activities

During the lessons, materials that can be found by students on the Moodle Platform (blended.unirb.it) may be delivered or indicated and short exercises may be carried out.

During the teaching activity, the frontal lesson method is used, guaranteeing, however, the widest involvement of the students present.

Assessment

The preparation of the students, in order to evaluate their communication skills and linguistic skills, will take place through an oral exam.

The expected learning results will be evaluated by means of an oral exam, based on three questions or more. The evaluation criteria and the scale of marks are as follows:

less than 18/30: competence level insufficient. The student doesn’t reach the learning results described in “knowledge and understanding”.

18-20: competence level sufficient. In particular, the student attains the learning results described in “knowledge and understanding”.

21-23: competence level satisfactory. In particular, the student attains the learning results described in “knowledge and understanding” and in “applied knowledge and understanding”.

24-26: competence level good. In particular, the student attains the learning results described in “knowledge and understanding”, “applied knowledge and understanding” and “making judgments”.

27-29: competence level very good. In particular, the student attains the learning results described in “knowledge and understanding”, “applied knowledge and understanding”, “making judgments” and “communication skills”.

30-30 with honours: competence level excellent. The student fully attains the learning results described in “knowledge and understanding”, “applied knowledge and understanding”, “making judgments” and “learning skills”.

Disabilità e DSA

Le studentesse e gli studenti che hanno registrato la certificazione di disabilità o la certificazione di DSA presso l'Ufficio Inclusione e diritto allo studio, possono chiedere di utilizzare le mappe concettuali (per parole chiave) durante la prova di esame.

Notes

The Olympus Observatory is active in the Department for the permanent monitoring of legislation and jurisprudence regarding safety in the workplace.

It carries out various activities including, in particular:

- the management of a website with legislative, jurisprudential and contractual databases on workplace safety,

- insights and articles,  “Olympus Working Papers”; specialist reviews and thematic "focuses";

- the management of a Band A online scientific journal - "Workplace Safety Law" (DSL) - on the subject of safety law in the workplace, with an ISSN code, which makes use of a large international scientific committee and refereeing procedures for identifying essays to publish.

- the organization of conferences and seminars, including those of an international nature, including the International Health and Safety Festival.

This Observatory, whose website is freely accessible to all in a public service logic, allows students of the Course to find materials and documentation useful for their study path and for the preparation of their degree theses. It also offers, through the aforementioned conferences and seminars, the opportunity to meet with leading experts in the field and to analyze in depth the most delicate issues relating to it.
